I have made the down payment and also the balance payment made through bank but still dealer hasn’t deliver me Renault Kwid, when will I get it?

I advise you to ask your dealer, why the car hasn’t been delivered even after the down payment and loan approval, if they don’t give you justifiable reply, contact Renault customer care office regarding this matter at their toll free number 1-800-300-44444 or at email address: firstname.lastname@example.org
And how can a bank pay amount without your consent. Generally it is paid after you confirm that you have taken the delivery of car but you haven't even seen it. I advise you to reach out to the bank manager and ask him/her, on what basis the loan has been paid as they have no valid data like VIN, Chassis Number etc.
