Is it ok to upgrade the tyres size of my Skoda from 215 60 R16 to 215 65 R16?

No, as it will change the circumference and diameter more than 2% which is not recommended, it may affect many things like: strain on the engine, change in top speed, change in pick-up and mileage, torque will reduced since the gear ratios are tuned for particular diameter, there could be some issue with the stability at high speed, speedometer reading will be wrong due to increased diameter.
