Why does the Nano cost more than 2 lakh which is very dangerous to drive in the city?

The Nano is not a dangerous car to drive in the city. Yes, it is not as safe as some of the other cars since it does not offer airbags etc. But it does offer seatbelts and is okay for driving at moderate speed driving in the city. Note that it's the most inexpensive small car that comes with an automatic transmission. A car manufacturer also wants some return on their investment it cannot run projects without covering the cost of labour, development, design etc. All in all you get a much refined product for the price that you pay. Yes, it goes without saying that it's not a car that you would want to do tripple digit speeds on highways.
