My car accelerate on its own without pressing accelerator up to a speed of 40 kmph after changing into second gear, is it a normal phenomena?

No, in my opinion this should not happen and this is not a normal phenomenon, accelerator cable might be worn away or tattered and might be sticking but it could be a number of other things also including the idle of your car might be too high and needs to be set up properly. I advise you to take your Tiago to your local Tata service center for proper solution.
