When I accelerate, some abnormal noise comes from my new Tata Tiago which has covered just 300 kms, brakes also get jammed for few seconds. It delivers me a mileage of only 14 kmpl. Is there any manufacturing defect?

There are many reasons why a car makes noise when the accelerator is pushed. One of the most common reasons particularly in a new car is low on oil, so check the oil level and top it up, if it is low. I hope doing this would quiet the abnormal noise, if not, I advise you to take your car to you local Tata Motors service center for through examination and proper solution.
Talking about the mileage, if you own petrol Tiago, mileage should improve by 3-4 kmpl and if it is diesel then mileage should improve by 5-7 kmpl. A new car’s engine takes time to accustom, as when the engine is new, the friction between the engine parts is also at the maximum hence initially it delivers little low mileage, generally a new car takes 1000-1500 kms to deliver better mileage while after second service it deliver optimum mileage and remember fuel efficiency is also vastly depend on driving style, things like over-using clutch, aggressive driving, inappropriate gear selection etc. consumes more fuel, so avoid these things to get maximum mileage.
